Best paper award HICSS

SCDI executive doctoral student Malin Tinjan has won the prestigious Best Paper Award in digital government at the annual HICSS conference.

The paper titled ”Managers as Creators of Inertia: A Study on Digital Transformation Narratives and Inertia in the Swedish Public Sector” investigates how public sector managers in Sweden inadvertently create inertia during digital transformation by employing alibi narratives that legitimize stagnation instead of promoting change. Through a case study, it identifies four meta-alibi narratives that, while helping managers understand the digital transformation process, unintentionally lead to inertia, highlighting the complex role of managers as both facilitators and impediments to digital transformation.
